Borderlands 2 issue

When i try to launch Borderlands 2 i only get to the legal text thing, then nothing happens and the text gets slightly gray, as seen on the picture.

And yes it's the real version, i paid for it through steam. 
If i don't run it in windowed mode i have to log out to make it dissappear, i can't click anything else that the taskbar..

Is the a fix?

No, where can i do that?

Open your steam library, right click the game in the left column > "very local content" (or something like that -- it also may be buried under "properties", I dont remeber exactly where it is).
