last year I built my friend a pc out of scrap parts for his birthday and I bought him a PSU/Case.

Well, the parts didn't work.
 
So he's saved up some money to buy some parts for a pretty baller little rig.
Here's what I'm looking at.
 
Didn't make this in PC partpicker, I use Excel because of how I pricematch.
 Specs in spoiler. I'll fix it. this is just temporary.

GPU is way too expensive and that CPU cooler can be replaced with something else.

Well, I want to get an EVGA GPU. Preferably with ACX cooler. And that cooler is decently cheap.

 

Inb4 Hyper 212 EVO b/c it doesn't fit in the case.

Without knowing the case, psu, or storage it is all just a guess. But for a lower cost than the OP one can build a system that will do much better gaming and will have very similar performance in other jobs. There really is no need for an aftermarket cooler. The Haswell stock cooler is actually pretty decent.
