802 was a fan made idea back in 2008 or so, every army has it's testing group (devgru, anyone?), so why wouldnt the clones?

 

The 802 legion filled that role, with 16,000 clones of different people, all with different races, genders, and builds.

 

They also got experimental tech, like the XM-101V burst rifle, based on the DC-15 sidarm's recharging cell.

In Japanese Anime they add the height o the characters. I don't remember why but it has to do with Japanese culture. Doing it for a western anime doesn't make any sense.
