Copying drives

I got a new HDD and i have a smaller drive i want to copy to it. The HDD i want to copy from is not a boot drive it mostly just has a bunch of steam games and a couple other things. I have tried to clone the drive but none of the tools I've tried have let me copy the drive i want to copy (or the other same model drive i have). Would just copying the files onto the new drive work? or Should i try booting linux off a usb to try copying in there? Any other solutions?

In not to sure how well staying and dropping works. Acronis is the best cloning software of you want to try that.

My personal rig - 4790k 4.8Ghz, Asus Z97 Pro (wi-fi ac), Corsair Dominator Plat 4x8GB, SLI GTX 1080 TI FE, Samsung 850 Evo 1TB, Crucial MX100 512GB, EVGA G3 1000W, and cooled by a hardline liquid cooling loop.
