MSI 780ti not utilizing power.

I have power management on default high performance settings

make sure its set in nvidia control panel under manage 3d settings to prefer maximum performance aswell

 

because it looks like in Prec X your card caps at 60% power usage

I've had my MSI 780ti for a while and it's been great. But lately on some newer games I've been playing the card just seems to sit idle and give me whatever fps it feels like. Example: I'm playing Divinity: Original sin on ultra @ 1080p and I'm getting a meager 40-65 fps while my gpu's temps are at 50 degrees and the gpu usage is at 30-40%. I don't have any vsync on and I have the game running in fullscreen windowed (tried fullscreen, same result). Does anyone know why this happens?

CPU: i7 2600k @ stock currently. (3.6ghz turbo) 
CPU cooler: Corsair H110. 
CASE: Corsair Carbide Series 500R. 
GPU: MSI GTX 780 Ti Gaming 3 GB. 
PSU: Corsair CS750M 750 Watt 80 PLUS Gold Certified 
RAM: 8GB Viper Xtreme Series 1866MHz. 
MOBO: Asus P8Z68-V/GEN3. 
SSD: Corsair Force 3 128gb. + Random 1tb storage drive. 
MONITOR: ASUS VG248QE Black 24" 144Hz 1ms + Packard Bell Viseo 230 WS 23"

Check your core speed while playing and see if it is where it is supposed to be. I've had pretty much the same problem you are having with my 770 since the day I got it. Our cases may be different but there is literally NOTHING that fixes it. I went through multiple BIOS' and multiple cards and windows installs and tried to change every setting under the sun and still could get nothing to work.

Constantly at 1145? Never drops lower when y our usage starts dropping?

Thank you. This has actually helped a lot. My frame rates are reaching 120+.
