Hey guys here's a tricky one,
I've got a potentially problematic PSU on my hands and I'm not entirely sure if any of the lines are actually producing the correct (if any) voltages. I'm limited by a 10 amp consumer multimeter at the moment. So far I have successfully jumped the PSU (green wire to ground) and though I can get obvious sparks from the 12v wires they don't seem to register as the current supplied is to high for the multimeter. The vsb (which as far as I can tell is supposed to supply a current even when the psu is "off" does spark and is within range of multimeter but it has no perceivable voltage.

Thanks. Pictures to follow

edit: used a better voltmeter, solved.
