My mother is going to China for a few days and I'm currently looking to replace my old GNex. If she were to bring back an e8, would it be able to work in the US? My carrier is Verizon.

No. Verizon uses a CDMA network, whereas the rest of the world uses GSM. GSM phones use SIM cards and CDMA phones do not. Therefore it is not possible that you would be able to use her E8 on Verizon's network.
