Unless your talking about the Commodore 64 then i have no idea what pc is that. The difference would be big, you would be able to emulate it smoothly.

No but there is no performance multiplier. Not like the thing ran firestrike or anything.

To compare the two you would need to put them on the same basis and then do a benchmark. This is close to impossible, since the C64s "OS" was Comodore Basic, which doesn't run on todays hardware (except in an emulator of course). Then there's the issue, that you want to compare a Computer with a graphics card...
