what is the section, steam apps/dowloading for becasue mine is taking up 15 gb.

you mean the folder Steam/SteamApps/downloading?

that's for patches I believe

Well, I think you're asking for the folder location/ directory that steam downloads use because it's using approximately 15gb. Well, the answer isn't that simple. Steam downloads games/ software into the default directory from the author. It's literalleverywhere in your program files folders. Try uninstalling any applications/  games that you aren't using. 15gb isn't really a lot when it comes to games, if space isn't an issue, don't worry about it.

Not particularly sure because I only fiddle around with game saves/theme of steam but I would not recommend deleting that if it is in the steam folder.

Its used as a temp file to store the game while downloading.

Saying as yours is 15GB, I would'nt hesitate to guess that you have a few 1/2 downloaded games or are currently downloading.
