It may not be able to max games in 4K, but it would be a better solution in regards to game development than the 295X2's

Anything I could change to make it cheaper (No taking away my fans), or would this be overkill for a 4k gaming/ game dev build ( Me and my co worker will be using this build to develop and test our games, and do some gaming on our free time)

for content creation go with Nvidia, and you dont need Quad CF, one 295x2 will do everyhting you trow at it with ease.

 

or go with 1 or 2  titan black's

No just no.

 

For 4K, if you want maxed out 60+ FPS you will need 2-way 295X2. I have one and manage to get 60fps when lowering settings.

 

1 Titan black WILL NOT cut it. 2 might, but still, not maxed.

What is the advantage of titan blacks vs the R9 295x2?

 

Double floating point precision for developing games, CUDA, Better development for game physics and it has other features from the Quadro series of enterprise cards.

 

The Titan Black is the perfect card if you want to develop and play games on the one card.

If you want to develop games in 4k you might want to run them in max settings... just saying.

thats not how game deving works... you dont run the games youre developing, you choose the textures, make them, but youre never gonna be rendering 60 4K pictures a second when dev'ing...

thats not how game deving works... you dont run the games youre developing, you choose the textures, make them, but youre never gonna be rendering 60 4K pictures a second when dev'ing... 

When you dev a game there are times where you want to run the game at different settings, to see if certain things make sense from a design perspective.
