Specs---->sabertooth fx990 r2.0 mb

Gtx 750 ti 4 gigs of ram psu 650 watercooling os is window s 8.1

All drivers are updated try all web browser as soon I go on firefox 31 go to fb for 20 min then it justs locks up the whole pc atl delete are unresponsive only way fixing is reboot....this a custom pc ...guy I hire said it wasnt hardware but still locking up....any help would be greatly appreciated. ...thx

Just do a fresh install. Whipe the drive. And why'd you hire someone? .-.

Try a clean install, still locks up then it maybe the heat or a hardware fault...

4.7GHz is probably an overclock... Do a CMOS reset on your motherboard if you don't know how to lower your clock speeds

I actually couldn't underclock my 5 year old GPU to make it as slow as a next-gen console.

This sounds like its caused by your processor not being able to handle the clock speeds. If the CMOS reset doesnt work, boot into your BIOS and look for the button that says Load Factory/Optimized Defaults

4.7GHz is probably an overclock... Do a CMOS reset on your motherboard if you don't know how to lower your clock speeds

 

I believe the FX-9590 is stock at 4.7GHz and does turbo to 5.0GHz

 

Is the bios updated? have you tried monitoring the heat with HWMonitor or something like it?

Wow sorry I actually didn't know that. It just seemed like an OC to me cause I've never seen stock clock speeds that high before.

I actually couldn't underclock my 5 year old GPU to make it as slow as a next-gen console.

The FX-9590 is basically an OC'ed version of the FX-8350. It is possible to get a stable overclock of 4.7GHz on an FX-8350 at stock voltage (that's what I'm running on atm) so yeah.
