Is it the GPU?

Gigabyte z77 ud4h mobo, sapphire hd 7950, corsair cx600m psu. When I plugged everything in the gpu didnt give any signal to the monitor, it did power up and all the lights turned on. When I plugged the gpu to the 2nd slot as if I had 2 gpus it did work. I did sent the mobo back they said they have tested it and everything works. I dont know what to do, any help?
