I know there are other pumps out there, ones that might be better, etc. I like this one and would like to know if it can power a full CPU/GPU loop with a triple rad.

It should be able to but like you said there are much more powerful and quieter pumps out there.

You can calculate this, important is that you have a pump that can still give max. head pressure at 1 GPM with the pressure drop of your components taken into account. The pressure drop with your components is about 3.5 PSI, the DCP 4.0 can maintain max head pressure up to 3.8 PSI @stock (without EK pump top). So 3.8 > 3.5 PSI, you're good.

You can probably calculate it more precisely too.
