Try running WSRESET.exe

That's... unfortunate. I know of another way that will most likely fix it, but it involves the registry. Typically uninstalling and re-installing the apps fixes the issue you're experiencing, but seeing as you can't even open the store, you're kinda screwed atm.

he issue may be resolved by just waiting several minutes, as the issue may be corrected by Windows.

If the issue is not corrected after several minutes, first try checking for Windows updates, as updating Windows may also correct the situation. To check for updates, do the following:

Open Windows Update by swiping in from the right edge of the screen (or, if you're using a mouse, pointing to the lower-right corner of the screen and moving the mouse pointer up), tapping or clicking Settings, tapping or clicking Change PC settings, and then tapping or clicking Update and recovery.
Tap or click Check now, and then wait while Windows looks for the latest updates for your PC.
If updates are found, tap or click Install updates.
Read and accept the license terms, and then tap or click Finish if the update requires it.

If updating Windows does not resolve the issue, you may be able to resolve this issue by either installing a new app from the Windows Store, or by reinstalling or updating existing apps. Doing this may update or fix a dependency that multiple apps rely on.

The problem can appear if you use a system image that has not been properly made, where the apps are corrupted. Click on it, then click on "Go to the Store", the Store will start and tell you it needs to be repaired. Click on repair, and the problem for that app should be fixed.

Or that you have installed and used developer license of Windows 8 App development kit part of Visual Studio and it has expired and needs to be renewed.

If the above doesn't help, then you there is a permission problem with the folder where the apps are. The App is probably registered, but Windows can't access it or write to the folder.

Let me know if nothing above helps, and we can go deeper in looking for the folder permission.

Aswell as the above answers, why do you have iLivid?

Oh lord... I didn't even notice that. Having OP's issue, and seeing that... I'd say nuke the bitch and start over. Mind you, it's not hard to get rid of, but I wouldn't trust the system after that. Would also change passwords to all your sites after nuking it to the Styx
