Most modern enthusiast boards provide software that lets you control fans plugged into the motherboard.

I would suggest you consider an mITX build. Partly because it is compact which makes things easier in a dorm room or small bedroom. But also because they are available with on-board WiFi and Bluetooth. Again, in a college dorm WiFi is often the method of connecting.

The build uses Canadian merchants and pricing.

i'm not where it is... plus i don't know how or what overclocking is

Certain Intel cpu, (models that end in K), can be run at higher speeds than stock. There is no requirement to overclock but if you have an unlocked cpu (K model) and the appropriate motherboard you can get a significant performance improvement over stock. Good enthusiast motherboards usually have software that can automatically determine the potential of the cpu and configure the motherboard to run a safe overclock.

There is no requirement to overclock, even if you have a K cpu. While one can save a bit selecting a non-K processor the Haswell Refresh i7-4790K has the highest base clock available (4GHz) for that model family. This makes it a good choice for a medium budget system to handle cpu intensive tasks (3D).

With Prodigy.
