Do shader units stack on dual-gpu setups?

So, would I be able to assume the rest of the specs (Other than VRAM) act the same?

Like TMUs, ROPs, ... basically the things you read from GPU-Z.

correct. because you get (nearly, doesnt scale perfectly) double performance, double electricity used, double everything but the vram. 

So for example, the 7990 Malta has "2048 x2" shading units, I assume due to it being a dual-gpu card. Does that mean games can take advantage of 4096 shading units? Sorry, I'm quite a noob when it comes to multi-gpu setups.
