so when i play battlefield on my really crap high quality monitor running through vga, when i switch setting the fps don't go higher or lower (running on direct x11), does anyone have a reasoning for this?

Also is there a way to trick amd cards into running at 100%, (no I'm not being bottlenecked my cpu never goes above 50% while playing games)

Really crap high quality monitor?

VGA is a severely limited connection. Maximum 85hz, QXGA.
