linux Permissions Questions

Hi. I am a noob to Linux and have been reading up as I recently installed Linux on my machine to use as a server. However I am looking for ways to inherit group permissions within the Linux filesystem. For example, I want to create two groups...administrator and homeuser. Me and my dad will be on administrator, but the group administrator should INHERIT all the rights from group homeuser. How do I do this in Linux Mint?
