Asus Sabertooth Mark 1

Heey guys this is Gramzon, no but seriously I received my new PC today and everythings great except something which I suspected might have happened before I bought it. Those little fans attached to the motherboard emit a high pitched whine which is so annoying as the rest of the system is near silent!!! Does that fan need to be on? If I turned it off will it affect my system badly? and why are small fans so crap... is this normal or is mine faulty. Can I maybe replace it with a better quality fan?
