My Windows explorer in 8.1 gets glitchy every couple of hours. The toolbar and desktop stop responding to clicks, the windows displayed on the toolbar glitch, the time stops displaying or freezes, desktop backgrounds disappear and just go black.

 

Stopping explorer.exe and starting it again fixes the issue until the next time it crashes.

 

My install was originally Win8 which I upgraded to 8.1 and the M$ website won't let me download the 8.1 ISO to repair my installation.

I'm not willing to clean boot Win8 and upgrade again.

 

Is there any way to get the 8.1 ISO to repair safely? Is there another way to repair it?

The refresh doesn't work because the install is damaged.

For some reason my upgrade key doesn't let me get the 8.1 ISO

As long as you have a legitimate key for Windows 8, you can download the .iso from anywhere and install it, and activate it using your key. If there are any issues activating, you should be able to call up Microsoft and your key reactivated. If it is indeed just an upgrade key, you could reinstall Windows 8 and then upgrade to 8.1, but all the updating will take quite a while. 

 

I believe that if you have an install disk for Windows, you can repair your install. Not refresh - I believe there is a "repair" option when you boot into the install media.

Oh I see you could get the ISO from a torrent site and to make sure if the ISO is safe cross reference the SHA1 with the one that is located on the MSDN website:  https://msdn.microsoft.com/en-us/subscriptions/securedownloads/hh442898.aspx#searchTerm=&ProductFamilyId=545&Languages=en&ProductFamilyIds=545&FileExtensions=.iso&PageSize=10&PageIndex=0&FileId=0

(after you finished downloading the ISO just use a SHA1 checker on the ISO to see if it matches the ones below (assuming you downloaded the correct version)

 

Assuming you have the non-professional Windows 8.1 you would use these SHA1:

 

Windows 8.1 with Update (multiple editions) (x86) - DVD (English):

 

 

File Name: en_windows_8.1_with_update_x86_dvd_4065105.iso

Languages: English
SHA1: 54B8572556B316A6BECE54C5033564E3296F5951

Windows 8.1 with Update (multiple editions) (x64) - DVD (English):

 

File Name: en_windows_8.1_with_update_x64_dvd_4065090.iso

Languages: English
SHA1: 4652DC6EBFEBE02C6A63E167C36E3FAEDFB93999
