Is my router + modem the problem

my internet really bad does not all ways load pages. dont get reply from the first ping response to google or my routor its self

get kick of games because i lose connection. thing is this does not happen all the time its on and off

I'm using ethernet and i got a TL-WR1043N with a td-8816 for my adsl2 connection at 14-17Mbps. is it my network setup? if so whats the best adsl routor? for gaming, streaming ,etc

 

EDIT: I've got OPNsense QoS and VDSL modem now ?
