Emulating lesser gpu/cpu performance

I was wondering something... 

 

A lot of people often ask how different components would work with other components--especially legacy components... I.e. will my cpu bottleneck my gpu or viva-versa. 

 

So, I was wondering....Is there are way to "emulate" the performance of a lesser cpu/gpu? I have a GTX780 and an i5-4670k, are there any programs, that when run make the cpu/gpu perform like lesser ones--for example i3-4330 and r7-260x?

probably just underclock. the only way i could see this work would be take a synthetic bencmark, and underclock until you match the other systems bencmarks?

the problem is, architectures are different across GPUs and CPUs, so even if you underclocked or virtually cripple your current components on a emulation, you will still differ from lower end hardware.

The likelihood of finding a specific cpu with a specific gpu, especially when one is significantly older than the other is highly unlikely.
