File server/own cloud ?

Ok so i got an old HP server with windows server 2008 R2 datacenter on it i want to know if there is and what is the best free based solution for a storage server that i can access anywhere and on things like my phone, i just need a decent software solution for it.

 

Any idea's or suggestions are appreciated thanks ! 

 

also id like it to be inside of windows rather than a linux distro or something.
