restart your modem. Works magic, Last week i was getting 3MBps when I pay for 30, restarted it and apparently my ISP upgraded the infrastructure and doubled my speeds.

Sometimes it could be to do with a loose connection - make sure everything is securely placed. If that doesn't do anything as well as the comment above, it may be possible you have a faulty ethernet port. This happened to me, however it can be easily fixed by using a third party pci card.

As well as the questions above have you looked to make sure its not your connection wired or wireless to your gateway ( router). You can do this by opening a command prompt in windows as the administrators and running the following: 

 

ipconfig

 

Look for the gateway IP address ( This is the IP of your router) 

 

Then do --> ping 192.168.0.1 ( or what ever the IP address is) 

 

Then paste the results here as a check :)
