Yes, you should upgrade, that R9 290 isn't being put to full us because of that CPU.

At least an i5. If you have 970 chipset you could get an 8350, don't know if it would bottleneck, though.

Yeah, it bottleneck your GPU quite alot. But if you dont play games that really use the full potential of your GPU then you dont really need to update, else maybe a huge update to the i5 4690k could be nice, or FX 8350 (still not as good as the 4690k obviously~)

You on't NEED to upgrade, the bottleneck should be minimal. If you feel you want more performance in general use you should get an fx 8320, it will fit on the motherboard, it's a significant upgrade and it's a very good bang for the buck option.

AMD 970 on an 8350 is kind of meh, if one was installing an 8-core FX series I would strongly recommend 990FX.

Try to get a higher tier AMD CPU on your socket. An 8350 should be failry "cheap" and will be enough. Also sell your old Cpu. That way it will maybe be only 100 bucks or something. That's what I would suggest.

I would have to move up to the 990 chipset because the vrm on the 970 wouldn't be able to handle the power the processor needs and I don't know if a 620 watt psu is good enough for the card and that processor

The PSU is good enough, and yeah, you will have to update mobo + CPU.

ebay? I have sold all my old ATX parts to go ITX. worked out quite well. I even just switched from an uber-loud 7950 to a quiet R9 280 for almost no cost.

I would do that too, but it is more expensive. If you have the money though? Go for the new chipsets from intel.
