Assign programs for an audio output

Hi there

i'm looking for a way to outpout sound from programs to different audio devices 
here's an example : i want to plug my laptop to my tv with hdmi to watch a movie for my little sister and at the same time be able to watch videos from youtube that would output sound to my headphones.

If this can help i just bought a soundblaster usb sound card because my headphone broke inside of the jack and i can't remove it.

maybe it's easier to do it know that i have and external sound card but either way.

I know there is a functiun in windows 7 that lets you set a default device and another default device for comunication like skype but that doesn't help me in the case that i was talking about.

i want to know if it is pobbible to do it 



as you can see in my two images steam sound goes to the tv but the system sound sound go to my other card
i would like to know if there is a way to change where programs output their sound. 
i'm ready to do watherver it takes like modifying the registery if it is not possible to do so please suggest another solution to my problem
