Bandwidth Measuring Program ?

I keep getting random ping spikes for 30 seconds ( like using the full 1.4MBps effective bandwidth that i have) , getting me to 250+ ping on CSGO . Resource monitor has proven inconclusive , and i ruled out someone else on my network because their pcs are shutdown .

 

What do you use to see what apps are eating your precious internetz ?

Do you have a phone that's maybe updating apps? You can try NetBalancer or NetLimiter.
