Right, so this one is confusing.
Lately, whenever i download something on steam, it has a good chance of doing some weird stuff.
Let me explain this.

When i download something from steam. A new game, an update, whatever. It continually moves said download to the queue... 
It is a little confusing, and for whatever reason hard to put into words on a screen, but even if it is the only download i have going, not playing any games, no chats, nothing it still does this.
When i hit "move to top of queue it starts downloading instantly, and then a second later it goes back to the queue. I can keep hitting the "move to top of queue" button over and over again, and eventually, it will just stop going to the queue, but it is really annoying, because it can go back at any time.
My download speed is 25 Mb/s, and my upload is 2.5 Mb/s.
My system specs are as follows,
Core Two Quad Q6600
Geforce 9400 GT 1GB 
Unknown Mobo
4Gigs of unknown DDR2 800 Mhz RAM
450 watt PSU of unknown brand.
500 GB WD Boot drive, and 750 GB WD Data drive

 

Steam is on C and all the hardware seems to be okay...
I have re installed steam, and it still does it. 

I am not being throttled, and i have done a full security audit on my PC, so malware is out of the question.
I do have hamachi, but even with that turned off, disabled in device manager, and the service stopped...
Any ideas?

Are you using steams beta patch?

Steam could be trying to download that instead, that's all i can come up with.

You can increase each games priority in the options, that could remove the problem, ill check and see how to do it BRB.

RMB on the game, the go to properties > updates > automatic updates. Here you can set the game to be high priority.

EDIT: Try setting it to allow background downloads as well.

If it isn't working absolutely perfectly, according to all your assumptions, it is broken.

I just checked and i am not in any beta (there is one available however)..
Any other ideas? This also seems to be inconsistent... Like when i tried to make it top priority like you said, it downloaded no problem

(without me actually changing anything)... it seems to do it whenever it wants.
