120 hz question

If you buy a 3d monitor it by default have 120hz refresh rate right?

So my question is do you get that 120 hz refresh rate even when you not playing in 3d?

Would anyone recommend Samsung s23A700D for a good 120hz experience and occasional 3D gaming?

120Hz when not in a 3d application. 60Hz per eye when in a 3d application.
