Velcro needs particular fabrics to attach to such as wool, loose-looped felt, looped nylon, fleece, some microfiber fabrics, velvet, and some knit fabrics. What these fabrics have is some sort of 'tooth' that the Velcro can grab on to.

 

Be aware that this is NOT a complete list. There are other sources that are much more extensive.
