Budget (including currency): No real budget, but I like to be efficient with spending. I do not want to pay to load things slightly faster or for 210 fps instead of 200

Games, programs or workloads that it will be used for: Current pc cannot handle Rust and struggles with Overwatch, I can play League just fine if I close any heavy tabs. I care about performance to the point where its no longer an excuse to be bad at Overwatch, and I do want to have the ability to record and edit video but again I don't mind editing being slightly slower. Would be nice to not have to worry about closing apps to be able to run new ones

I am planning on buying the motherboard and ram second hand for $243 USD and found a listing for that CPU for 158 dollars. The first seems like a very good deal and the second worthwhile if the cpu is a good one to get.
I generally do not care about visuals being pretty when playing, if that impacts how good my GPU should be.
As I don't play many different games at once I only want 500 gb of ssd, but I am wondering if getting a faster ssd is worth it
I am also looking for a new monitor (and know nothing about it yet) but am happy with my mouse, keyboard and headset 
Buying a new pc because my old one struggles to have two profiles of chrome and discord open at the same time, and to be able to play Rust and Overwatch 
Very new to all of this and appreciate all help, am particularly confused about which graphics card to get : )
