My wish for my upgraded pc is that it is silent while still being powerful to play the listed games at good quality (High and above)

I will list a photo of the parts I wish to buy for now, please let me know if its a good setup and or if there is some parts I should change while keeping in the same budget range.

I would swap out the air cooler for a cheaper option like the Thermalright Peerless Assassin that is still on par performance wise at half the cost and try and get lower latency ram. CL36 is MEH. CL30 6000MT/s is the sweet spot for current Ryzen CPUs. 

 

Norton AV is not good and should be avoided at all costs. If you do need an AV solution, significantly better options are available like Malwarebytes, Eset, etc..

I wouldn't buy antivirus, if you're going to run Windows, it comes with basic antivirus that protects you enough if you don't click on random links and ads for no reason.

I think a good thing to do would be to swap the Noctua CPU cooler with a Thermalright $30-40 cooler, way cheaper with nearly same performance but just maybe a little noiser. Then, using that money, upgrade from the 9060XT 8GB to the 9060XT 16GB.
Also, it's opinion, but I like the wood case!

No, it will not be good for a 1900 USD budget.  It's decent for a 900 USD budget tho.

Ditch Norton.

If you insist on going Noctua, you can probably get a model that's a touch cheaper and still plenty good enough. Or, as others say, a cheaper brand. Although I will say that I do not regret buying Noctua back in 2010, in fact I'm still using that same cooler from my original i7-920 on my current 9800x3d. Just had to mail them to get new brackets.

Those cases look good,  but it can be very easy to save money here. Maybe you can even find an old used one for free if you're into that sort of thing. 

Get a good PSU. Again, I bought a good one back in 2010, still using it today. Bad ones will have much shorter lifespans, and may or may not kill other components when they give up the smoke. 

You're in the EU, so it might pay to have a look around on retailers in other countries. 

I would strongly recommend looking at having more RAM than 16GB, I know it's painful these days but it doesn't take much of modern programs to eat up that much.

Consider Linux. The three mentioned games run fine there.
