The cooling configurator is a good way to determine if your card is a reference card or not, and if it is, then you can use almost any full cover block for your specified card. Sometimes cards like a 770 will share the same block as a 780, or something similar. Either way, the description of the block will tell you what kinds of graphics cards it will fit.

 

Just in case you dont know, but nvidia and AMD release a specific way to organize the graphics cards, and those are known as reference designs. Graphics card manufacturers such as ASUS or MSI, can choose to create a card with the layout that the gpu creators have given them (reference design) or they can choose to create their own custom design. Custom layouts of cards will require specific waterblocks because they are different than most other cards.

 

Most waterblocks for the higher end cards are costing about $120-150 USD, so it may be difficult to find one for $100 exactly.

If you are in the US then Performance PC is where I've found to be the cheapest place to get watercooling equipment

So in your specific case, that card is not a reference card because it does not say it is reference on the cooling configurator website (Link) But EK does make a special waterblock that does fit your card. You may be able to find other waterblock manufacturers that make waterblocks that fit your card, but EK is usually the one to make blocks for non reference cards.
