No if your PSU is 90% eficient and your PC needs 1000 Watt's it will draw around 1111 watts from the wall.

Just wondering, is having a 90% efficient 1000w PSU basically saying you can use 900w?

The efficiency represents the efficiency at which the current from the wall is being transformed into electricity used by the computer.
