I have had Corsair(samsung memory) 3200mhz cl16 2x8gb for some time, and thought of upgrading it at the wrong time, I got hyperx 3200mhz(kingston memory) ddr4 I couldn't get corsair ram or any other at reasonable price +40$ more than this hyperx kit. I can't get them working at higher speed than 2133mhz cl15, maybe somebody got it working at higher speeds or have an idea? Should I try to sell it and get 2x16? I have Ryzen 5 3600 and Asrock ab350 pro4.  

Maybe It's just a feeling that my system now is getting a bit less fps in games?

I'd expect at least 2666 to be achievable.

I tried manually 2666mhz 1.350v dram 16-19-19-38, but still didn't work, maybe I am using bad timings? I m also thinking of upgrading my cpu to r7 5700x, how much performance may I gain with faster running ram?

If you are trying to run 4x sticks, that can be a problem even if all four are matching sticks.  So yeah, I'd recommend going to 2x sticks, although its the worst time to be buying RAM right now as prices are high.

Put the slowest ram in the primary slots, pull the battery, hit the cmos button a few times, plug it all back in and hope for the best.

 

I have had a hard time mixing Corsair ram with Corsair ram.. gonna be all luck at this point.

What are the other volts?

The memory controllers are generally better on later CPUs and superior at handling multiple sticks, but I don't think the 3000 CPUs were that bad.

 

Running at 2133 can be anywhere from a mild bottleneck to a huge bottleneck in games, it depends on the game, the resolution/details and the graphics card used. If you had a 1650 I'd just say "meh, whatever", if you have a 5080, ouch. That said, 32GB at 2133 is far better than 16GB at 3200 if you're actually running out!

I have 1070ti, I got it working at 2800 with these voltages and timings, anything I should change? How safe are these voltages long term?

Those voltages are fine, no problem. 2800 should mostly minimise the performance loss (at least, WAY better than 2133), so I think you're good there.
