GPU Bottleneck / Hardware Acceleration

So i have a ryzen 9 9950X3D, and an RX7900XT. I watch films or youtube while i play and its always laggy because my gpu is at 100% all the time when playing games while me CPU has never cracked 30% usage. if i turn of hardware acceleration in my browser it wont stutter, but its like 15FPS.. 

 

how can i force my browser (vivalid) to use my GPU inside my CPU and leave my RX7900XT for just gaming?

Never used Vivaldi.

Thank you, i forgot that setting exists and yes it works perfectly now.
