Hello there can someone please recommend a good laptop for after effects and animation I am low on budget

You need to provide a lot more details. What is your exact budget? Which country are you from? Do you just need it for work or work and gaming?

What's holding you back from learning them on your PC?  Do you need portability that badly?

 

Possibly upgrade your PC to game AND learn?

As @Dedayog pointed out, just upgrade your current PC build which would help you work and game simultaneously. What are your PC specs? We can advise what parts to upgrade once you mention the specs.

My pc died so I wanted a replacement also I cannot afford

So I had a 4gen i7-4785t gtx1050ti 16gb ddr3 1600mhz 256gb SSD a 450w power supply i use my tv a monitor untill now but recently there is no earthing in my house so ig my pc died hopefully my motherboard is on warranty I still haven't received any news also I don't think I can upgrade my current build so any suggestions please

Saying you have a pc contradicts the PC is dead.

You should have used a UPS to safeguard your PC. Anyway, if your PC is completely dead, you can still build a great desktop for that budget or get a great laptop too. Do you travel around a lot? If so, the laptop is the better option. If you don't, a new desktop should suffice.
