I bought a saphire pulse BE RX 5700 about a year and a half ago used. It worked well until i got back from my recent holiday. The issue is that the GPU overheats and the fans do nothing. They spin during POST and in the bios etc. but as soon as the driver loads they are unresponsive. The gpu still works and is recognised by AMD's adrenalis softwere just if you try to play any games it overheats. What could be the issue? I've already reinstalled windows and drivers, tried using various fan managment softwere with no results.

did you try to DDU and reinstall a previous version of the drivers? it's something i've never heard but sounds a lot like a driver issue

As mentioned by @y0ur5h4d0w this is definetly a drivers related issue; If I was you I'd either try 1. different OS or 2. clean windows install. Don't misinterpret reinstalling windows vs clean windows install; wipe the drive clean and then install windows. 3. You could control the fans manually until the issue gets solved by itself ¯\_(ツ)_/¯
