i got a projector for my tech room and i got for 40.00 an it has vga i use a hdmi to rca it sucks an i have a pc i was using as a media pc i bought a dell omiplex used one an i upgraded it cpu from an i3 to a xeon an i need it vga an i had a radion card as it video out put is there a way to use the gpu for the motherboard video out put is there a bios setting for that ?

No, you can't pass video from the dedicated GPU through the motherboard, especially not without integrated graphics. (Assuming your Optiplex will POST with a Xeon in the first place; that could be artificial market segmentation to make a niche for the low end Precision workstations.)

 

All you need is an active HDMI to VGA adapter like this, plus a VGA cable:

So no, basically.

The E3 Xeons with model numbers that end in 5 generally have integrated graphics. (But there's no reason to pick those over a regular i5 or i7 unless they're far less expensive, or you absolutely need support for unregistered ECC memory. They can't handle the cheap registered ECC that comes out of servers; for that you need a full-fat server socket like LGA2011.) The best way to know for sure is to look up the spec list on Intel's support site.
