You can definitely save a bit on the cooler by going with a Peerless Assassin SE120, Noctua's are incredibly over priced.

Maybe you could pick up a used RTX 4070 Super or something as well? 

Will the extra tensor cores in the 5070 be useful to you in AI learning?
