The AMD Ryzen 9 9900X runs about dead even with the Intel Core Ultra 7 265K in regards to productivity such as rendering.

Yes for a) prices compared to performance like what @Why_Me showed and said

and b) intel is more geared towards productivity so if you do no gaming at all on this machine then intel is a better consideration

Reading about issues of 13th and 14th generation CPUs on LGA1700, is it safe to buy something as new as 265K on LGA1851?

Completely irrelevant and you have a big misconception and misunderstanding of the situation

2 differenct CPU line ups and not related to each other (14th gen is just a renewed 13th gen) so no safety issues whatsoever AFAIK with LGA 1851

Yes it's safe

Intel was scrambling to compete with AMD so they made a couple big mistakes which came back to bite them. Most of those mistakes boiled down to WILDLY cranking the amount of power the CPUs were allowed to suck back which caused them to burn out. The latest generation has much tamer power limits.

Correct me if I am wrong, but doesn't 265K still require a powerful air or liquid cooler?

To put it into perspective for you

A car dealership will suggest you buy a 50K car to drive to and from work, a car guy will suggest you buy a 10K one cause it's more than enough 

It's the same trap as "manufacturer tested ram kits"
