Overthinking and overspending ...you don't need a buttload of T30 fans, get any decent cooler and any cheap good looking fans and thermals will be as good for $250 less...

my feedback: 
Memory: get a 6000MT/s CL30 kit, it will do you much better than the higher latency of this kit. But stick with the 2 sticks.

GPU: get the 5080, it is less than half the price for like 10% less performance, if that. i am in Europe, and I can get a 5080 for about 1100 euros, price to performance is soo much better, unless you really need the VRAM, but in that case, go for the 7900XTX

Cooling: Use the budget you just freed up to get either a good AIO or a noctua aircooler like the NHD-15. It even comes in black now, so no excuse there.
 

OS: you can get cheaper Windows licenses, but they are on the grey market. if you want to have the peace of mind of a good license, then buy this

You want 4k, so it needs to be the 5070Ti, 5080 or 5090.  9070XT can do it with FSR4 as well.

 

I just never advocate a 5090 for gaming.  The price gap and memory level are meant for productivity.  It can game, yes.  But it's best use case is productivity.

 

If you have the money to just burn, get the 5080 and save over $1500.
