Yeah, if your GPU is at 30–40% utilization, something else is the limit. Typically the CPU, though the CPU in turn could also be limited by RAM performance. In that case turning up graphics would simply increase the work for the GPU without reducing frame rate.

 

The higher the frame rate, the more often the CPU has to send data to the GPU to work on. If it isn't fast enough to run the game's simulation and do that at the same time, lower GPU utilization is the result.

What monitor resolution and how low is "low"?

 

Try Intel PresentMon, see what it has to say about CPU and GPU busy.

Imma try to update everything in my pc, motherboard, gpu, cpu, ram, and i think thats it and ill lyk if my gpu utilization will go up even on low settings

If you use Intel PresentMon, it should show multiple statistics. Two of these are called GPU busy and CPU busy.

 

They essentially tell you how much time the CPU and GPU spent working on each frame. If CPU busy is higher than GPU busy, it would indicate you're CPU limited.

That indicates a CPU limit. The best way to increase GPU utilization is by increasing graphical settings. Alternatively, you can try turning down anything that requires CPU, though I don't think there's too much in this kind of game. If nothing else helps, you'll need a faster CPU.
