Cs2 fps drop

So I have 2 computers specs listed below and they both have the same issue in cs2. The game will run fine and then my fps will drop drastically like down to 100 and everything will feel laggy and slow. Sometimes my fps won’t even drop and it will still feel like I’m on 100fps. And it seems to be very random one round I will have 100 fps and the next I will have 500. My cpu is not running at even 50% and the temps on both pcs are fine. In task manager nothing is hogging any resources or anything like that. I have tried high settings and low settings neither fixes the issue. I have tried reinstalling drivers and deleting shaders and cache. Hardware acceleration is off. All my graphics settings in the game and in control panel are exact copies of the pro player m0nesy only small tweak is I use nvidia reflex without boost. I’m truly at a loss of what to do next. I have tried a bunch of guides to fix the issue and nothing has worked. I’m down like 4k elo to 19k premier because the game genuinely feels unplayable like some rounds it feels like I’m drunk with how bad the screen looks with the lagging fps.
