If i replace the gpu with a 5060ti 16gb which would you say is best?

the 5060 ti is a slightly better gpu with its dlss and frame gen, it's up to you if the price difference is worth it.

Which 5060ti 16gb would you recommend? Would perfer to be at 400 max

there's minimal differences between manufactures in performance so I would go with what one you like the looks of.

I have edited what you gave and was wondering if you could look at it.

Also, please could you recommend an atx board as I can increase the budget by a 100.
