I haven't seen any benchmarks with the 9060 XT and productivity, but generally nvidia is a lot better in 3D work (especially Blender), so the 7600 XT and 9060 XT might be far less effective than the 5070. That said, some projects can just crash if you run out of VRAM (depending on the software) so that's also a consideration.

The 5950X is a good CPU for heavy multithreading, but most apps are a combination of single thread and multithread, which means I'd expect generally higher performance (especially responsiveness in short burst tasks) from the 7900X. If you do a lot of heavy GPU work (rather than it being CPU-dominant), or it is primarily single threaded, the 9700X could actually be faster.

I'd say none of em 🙂 AMD isnt really that good for 3D work and VFX (at least yet tho they have come far) and you lack in other aspects

VFX (say after effects) eat up ram too so 32gb would run out fairly fast

This would run a few laps around the lists you posted and then some

It is intel. IT NEEDS AN AIO!

According to who?

Also, the case should be fine, also it looks better than most.

I didnt say it wasnt fine I said you dont need one like that and "looks better" is subjective. Personally I find it meh at best

. would an i9 13th gen be better?

Suffers from the same issue with the 14700KF

From all the research I have done, intel processors get TOASTY. https://www.tomshardware.com/features/intel-core-13900k-cooling-tested

For the case, I think that the one you recommended looks better, but I like the dual chamber design of the montech king 65 pro.

Conclusion

The level of cooling you’ll need for Intel’s Core i9-13900K will depend on the performance you expect out of it, as well as whatever power limit you set for the CPU. For common, bursty tasks, even an entry-level aftermarket cooler will allow the CPU to run at its highest supported stock clock speeds. For more demanding tasks, something that makes use of all or most of the cores, a strong liquid cooler will improve performance by up to 12%, while also potentially allowing for overclocking headroom.

Are you gonna max out the CPU and consistently at that? doubt it and even then there is no part than says it needs an AIO in the slightest or even suggest such a thing and at the worst case you'd get about 90% for 50% of the price and or less

So you didnt do proper research (or any that is meaningful if Im honest) it seems like you just read an article, you didnt fully comprehend it and ran with the half baked info

AMD CPUs can reach temps up to 95 C which is pretty toasty but yet air coolers more than suffice as well

With my current computer, during long renders, the CPU gets hot. I was getting it based off experience. If you think an air cooler will work, then I will do it. What is a good air cooler?

Should give you a decent idea
