Really Slow

Hey guys , im using an old rig 

i7 6700 

h130 d3h

32gb ram dddr4 

2tb nvme ssd  

gtx 980ti 

 

when i have a lot of web browser tabs opening , and i want to play for example fortnite i have huge lags and my friend can barely hear me 

but , when i close everything and doing a restart and then just open the game it works good without any problems
