This latest generation of AMD & Nvidia cards support PCIe 5.0 so might as well get a board that supports PCIe 5.0 for the gpu.

60$ for 4 more threads especially considering that more games are scaling above 6/12 core configuration, why not?

 

I personally would take the brunt to squeeze more years on one CPU. You can get away with less frequent upgrade on CPU than GPU.
