Need help

I have this pc
ASUS  PRIME H610M-E D4-CSM | INTEL I3 12100F | Kingstom 2x16GB  3200 MHZ Ram | Sapphire RX 6600 XT 8GB | Chieftec GPS600A8

And i can play any game in max setting if its not Ray Tracing, solid 60 FPS all the time, and not even reach more then 60% usage in anywhere cpu vga etc
I livestreaming, and mostly Elden Ring and with OBS, no stuttering or anything, not even in cpu or vga go high usage , still the same, but in youtube i see pixeling, i know you will say its because of obs not handle amd vgas, i dont know, for me its like i dont think so, if i set the livestream latency to low, i get more pixel, and i read somewhere for good cpu can set low or very low on latency, what i experience between normal and low, i see more pixel in low, and even if i set the game to minimal display, its still pixeled, its like the cpu its to low to make obs liveestream, but i'm here to ask help to what is the problem on my pc.
So pleasee help me.

have you tried YouTube in a different browser?

Finaly i'm free, let me find a better video first, this 1 its not really see it, 10 min and come back, i will edit this post with a better video

in pc its 1080p i have, its same resolution have everywhere 1080p, in game and on livestream as well

It could be that youtube is lowering the bitrate again to try to sell their premium fluff subscription which includes higher bitrate.

I've also noticed here and there a little pixelation with youtube even at 1080.

Ok we getting somewheere, hm okok i will test livestream on twitch later today, i not really livestream there, okok, i will make a update here when i did it.
If i see pixel there to, what is the next step?

i was set 51000 kbps on obs, so its maxed, and the set on livestream the time beetween mine and livestream display its 15 sec different have

ok i'm back, with some livestream test on youtube, i still not make twitch, just youtube but with different settings
Latency: Normal

Rate Control: CBR

Bitrate: 51000 kbps

And was capture Adrenaline Overlay so can see all usages and micro stuttering as well

What i seee its if i focus on the rock, and move and stop, the rocks its like blured for 3 or 4 sec and then make clear, its like  somewhere lose the contrast or cant capture the game like used to, i dont know many obs? on my monitor all clear even when i move.

But betweet 51000 kbps and 25000 kbps i dont see difference, or have? some1 please check both 1a and 1c

heres what i do, i livestream a different game, right now i cant play elden ring, game guard its on and cant start er, and creeave video as well, so what obs send will record it as well, if the obs have bad capture it will record it as well, if the record its diff then what its on youtube, then its probable youtube
but which game, HZD or Stray, i think stray better

ok i think i find out why have so much pixel on my livestream ah, i was set AMD HW H.265 (AVC) and not HEVC or av1
