Hello!

 

I built my system a couple of months back now and pretty much since building it has been occasionally stuttering (as in for less than a second its like the whole PC freezes, audio, movement, etc) maybe a couple times a day-ish. It doesn't seem to throw an error in event logger, happens whether I'm gaming or just scrolling, and doesn't seem to have any pattern. It's not so bad that it bothers me entirely but thought I should get to the bottom of it really. There have been seemingly no other problems (touch wood) apart from one windows update where the system got stuck on the DRAM light but rebooted and updated fine (problem was present before and after this)

 

Checked: Event logger doesn't seem to throw errors, fans don't speed up around the time, temps don't seem to spike (its unpredictable so opening things like task manager just after it happens to try spot something is obviously unreliable)

 

Digging around device manager today and did find that my desktop has troubleshooting "driver not installed" errors with two "uknown devices" (*AMDI0052 and *AMDIF031), network controller, and pci encryption/decryption controller. I think (based on googling) this has something to do with chipset drivers, this is my first build so it may have been something I overlooked (but I have seen posts about issues caused by installing newer chipset drivers?), and I'm also not sure if this would even cause the problem I'm having! Generic blutooth adapter is also throwing a "windows stopped this device because it has reported problems" error.

Corsair vengence RGB White DDR5 32GB (2X16) CL30 6000 (Left as default in BIOS since building, with this minor "instability" I've been wary of messing with it)

Download the AMD drivers for your cpu. Also, download the NVIDIA APP and update drivers for your 4060.

A thing that helped me was to tip out stuff to monitor in HWInfo. Ideally, you'd have a second monitor for that, or you could set up logging to a file.
Start by playing the game that stutters, or if you can't see anything, try loading the system with FurMark, its CPU burner and ssd benchmark/tester and see what gives.
Look at voltages, power limits, throttling. Anything that jumps while the stutter happens.

I saw a weird 120W limit on a 225W GPU, 11V on a 12V rail. Long ssd response times (in task manager). GPU hotspot spiking and hitting its thermal limit for no good reason and more I cannot remember.

I don't really have a hunch on what might be causing that from experience, but this could narrow down your hunt for the issue.
